Article I – Name of Organization
Article II – Membership
Section I.
Regular
membership will be open to all persons holding the position of Treasurer in a
Article III – Purpose
To provide
a common meeting ground for the profession of Vocational School Treasurer, to
cooperate with other financial organizations and entities with the State of
Ohio; to provide for collective, unified endeavors to solve problems of mutual
interest within the profession; to provide professional growth of the individual
membership and the advancement of professional and specialized standards of
Joint Vocational Treasurers.
Article IV – Meetings
Re@
meetings – there shall be (4) four regular meetings scheduled throughout the
fiscal year July 1 through June 30. Normally,
these meetings will be held in September, November, February and May. One of these meet’s will be a joint meeting
of Superintendents and Treasurers.
Article V – Office and Related
Information
The
Officers of this Association shall be Past President, President, Vice
President, Secretary and Treasurer.
SECTION 1.
Past
President: The Past President shall be
the previous years President. This
person’s responsibilities shall be to assist the new President as an advisor
and to serve on the executive committee as a member.
SECTION 2.
President: The President shall preside at all meetings
of the Association, shall be a member of and preside over the Executive Committee
meetings, and shall be an exofficio member of all committees.
SECTION 3.
Vice President: The Vice President shall assist the President
and shall act in an advisory capacity, and perform other duties as may be
assigned by the Executive Committee.
SECTION 4.
Secretary: The Secretary shall keep a record of the
proceedings of each meeting of the Association and of the Executive committee
and be responsible for publishing one newsletter. He/she shall attend to the general
correspondence of the Association.
SECTION 5.
Treasurer: The Treasurer shall receive all monies
belonging to the Association, shall pay out the same when properly authorized,
shall make a written report of same when requested by the President or the
Executive Committee, and at spring and fall conferences. These written reports shall provide an
accurate detailed account of all receipts and expenditures and shall be filed
as a part of the permanent records of the Association.
SECTION 6.
Executive
Committee:
a. The Executive committee shall
consist of the above-named officers, and Standing Committee Chairman.
b. When the Association is not in
session, the Executive Committee shall be the final authority in all matters
pertaining to the policy of the Association, and in all matters vital to the
interest of the Association.
c. Meetings of the Executive Committee
may be called by the President or two (2) Executive Committee members.
SECTION 7.
Terms of
office: All officers of this Association
shall be elected for a term of two years beginning with the fiscal year
1995-1996. The current Vice President
will assume the duties of President beginning July 1, 1995. Thereafter, the individual elected as Vice
President will be elected for a two-year term and will serve as Vice President
the first year then assume the duties of President for the second year of the
term. The current Treasurer will serve
through June 30, 1995; thereafter the Treasurer’s term will be two years. The current Secretary will complete the term
as elected; beginning July 1, 1996, the Secretary will be elected for a two-year
term.
Article VI – Dues
Annual dues
for active members of this Association shall be $10.00. The membership year shall commence on July 1
and end on June 30. Retired members
shall pay no dues.
Article VII – Vacancies
If a
vacancy should occur in any elected office, the Executive committee shall
appoint a member to that position.
Article VIII – Election of Officers
The
nominating committee will be appointed by the President at the winter
meeting. The election of officers for
the Association shall take place in the spring for the following fiscal
year. The President will appoint a
Nominating committee at the February meeting.
Nominations will be accepted from the floor. A majority vote shall constitute an election.
Article IX – Committees
Standing
committees: The President shall appoint
all standing Committees; (a) Membership; (b) Legislative; (c) Program; (d)
Constitution. Each committee shall
consist of a chairman and three (3) additional members.
Duties of
Standing Committees: The duties of the
standing committees shall be:
a. Membership: The Membership Committee shall endeavor to
bring all eligible persons into membership of this Association.
b. Legislative: It shall be the duty of the Legislative
Committee to familiarize itself with all proposed legislation affecting the
Association and to keep the membership advised thereof.
c. Program: The Program Committee shall plan the program
and functions for the year.
d. Constitution: The Constitution Committee shall consider any
proposed amendments/additions as presented to them in writing. After consideration these proposals may be
brought to the membership at the next regular meeting for possible
adoption. A two-thirds vote of members
present shall be necessary for adoption.
Special
Committees: The President shall appoint
such Special committees as are deemed necessary by him/her to accomplish the
program of the administration.
Article X – Chapter of OASBO
The Ohio
Association of Joint Vocational School Treasurers will be a chapter of the Ohio
Association of School Business Officials (OASBO) and as a result the
President/Designee will have a position on the Board of Directors of OASBO.
Article XI – Rules of Order
Rules of
Order: Deliberations of this
Association, in matters not laid down in the Constitution, shall conform to the
method of procedure as set forth in “Roberts’ Rule of Order”.
